GENERAL 01.01.07
1. The management of Speedway reserves the right to alter the race program at any time for the improvement of the quality and/or convenience.
2. All components are subject to inspection and approval of inspecting officials. No equipment will be considered as having been approved by reason of having passed through inspection unobserved.
3. Decisions of the speedway personnel are official and final. Track officials reserve the right to refuse entrance to any car, driver, owner, or any other person or persons to the pit area, infield or grandstand area. Management is not responsible for accidents of
any nature, or damage incurred, or for loss by theft while on the premises of the Red Willow County Fairgrounds.4. Absolutely no alcoholic beverages will be consumed in the pit area by anyone before or during the race program. Speedway officials reserve the right to search all vehicles entering the pit/Grandstand areas.
5. Any person in the pit area with liquor on his breath will be immediately removed from the pit area for the remainder of the race program and all monies, prizes, and points, will be forfeited for that night. A second such offense will result in a permanent suspension from the pits.
6. Any participant starting a fight or conducting himself in a manner detrimental to the track or to the sport of auto racing will be suspended for 2 weeks from the speedway.
The guilty party will not be allowed in the pit, parking lot or grandstands for the duration of the suspension. A $100 fine, payable to the promoter, is mandatory for fighting, and anyone may be levied in other incidents as determined by the promoter or the sanctioning body. A second offense will constitute a year suspension plus a $1000 fine. Abuse of an official is grounds for permanent suspension.
7. Any vehicle other than tow vehicle with trailer and car will buy a pit pass for that vehicle.
8. Cars, Drivers, Pit passes. Fees for all classes will be as follows:
PIT PASSES $20.00
9. Each participate at McCOOK Speedway must purchase a yearly membership.
Membership Fees will be used for Special Promotions, Clean Sweep money, Dash for Cash, and Trophy Dashes. Each participate must be able to present his/her membership, at each regular scheduled race event.
FOR DRIVERS AND OWNERS
1. Drivers must be 16 yrs. old and have a valid Nebraska Driver's License. Exception: Drivers may be 12 yrs. old with a signed accompanied parent release, and parent supervision in the mini-truck divisions only.
2. All car numbers must be registered with speedway officials. A registered car not appearing before April 1, will forfeit his number and registration.
3. All cars must have a presentable paint job with the assigned 1 or 2 digit number. Do not use 3 digit numbers or letters if possible. Paint used for the number must contrast in color to the remainder of the car. No obscene or off-color remarks, slogans, words, or pictures will be allowed on cars.
4. New cars which are not legal will be allowed to compete 1 time only AT THE DISCRETION OF THE TECH INSPECTORS AND PROMOTER. AT NO TIME WILL AN UNSAFE CAR BE ALLOWED ON THE TRACK.
5. Packing the Track
Packing the track is the responsibility of each driver. Failure to do your share of packing may result in forfeiture of starting position for that night's races, i.e. you may run the back of the consolation and the back of the feature only. Pit stewards will be responsible for making this decision.
6. Races will start at 8:00 sharp! Whether track is packed or not. Races will start on time even if all classes have not had time to hot lap. Only exceptions are accidents or weather-related delays. Driver's meeting will be at 7:35 p.m., following the driver's meeting, classes will be lined-up and ready to run heats by 7:55.
7. At all times during a race program, all persons in the pit area are responsible to the pit steward. The flagman has complete control of the cars during the race. Decisions of the speedway personnel are official and final.
8. The starter has the authority to start any event whether all cars called to the track are ready or not. Any car that does not take its position when called, will go to the rear of the lineup.
9. Track vehicles will not be used to help perform maintenance on any race car during the racing events.
10. No one will be allowed to enter a race from the pit area after the green flag has dropped, under caution, or Red Flag situations, with the exception of Track personnel, Fire and Ambulance personnel, or Tow vehicles. No pit crew shall enter the track after the start of the race.
11. Any car disqualified for rough driving or un-sportsmanlike conduct will not be paid for that event. Any car disqualified for safety reasons will be paid for that event, but must be inspected and approved by the pit steward before entering any following event.
12. If, before the white flag of any race event, a hood pops up or a flat tire occurs on the right side of the car, driver must immediately leave the track.
13. Any driver disregarding a black flag more than twice in a race, will be disqualified, receive no winnings for that event.
Disqualification of a driver results in disqualification of the car he is driving for the remainder of the night.
14. In the event of a red flag, all cars must stop at the top of the track. Entering pit area under red flag, will DNF, unless approved by the promoter and then all cars have the same option. Once the cars are realigned and moved out on the parade lap, any car not in the lineup will go to the rear. Any car entering the pit area during a heat race/or causing a caution will score a DNF, and the car and driver from that heat will be placed in the B-Main.
15. For any maintenance or repairs during a race, the car must go to the designated area, and will restart at the rear of the pack.. Any work performed on a car on the track area will result in that car's disqualification from that event.
16. Interruptions in Races, Any single car causing a red or yellow flag will be put to the back of the pack in the Main events only. During any heat race, any car causing a yellow or red flag situation, will be placed in the B-Main. If the red/yellow problem continues to cause lengthy races, the car causing the red/yellow will be disqualified. You will be notified if and when this rule will be enforced. If a car stops on the track, and does not cause a hazard to other drivers or himself, a yellow flag may be shown. Cars will be realigned according to the way they crossed the start/finish line from the prior lap. The car's causing the yellow flag will go to the rear of lineup. A yellow light/flag will be used in the event of a situation where caution is needed to warn all drivers. Race will continue under the green light/flag. A red/yellow flag will be used to clear the track on minor accidents. Under the red/yellow condition, all cars must reduce their speed to a slow pace and fall into position with no passing. The official lineup will be the leader alone on the front row and all trailing cars aligned single file, determined by the last completed lap under the green flag. Any single car causing more than 2 cautions will be black flagged and scored last in that event. Any caution caused on the last lap, cars will be lined up as they were scored on the prior scored lap. When racing continues, it ill be as follows: Green-White-Checker.
If a car drops out, the car directly behind will move up. Any race car deliberately stopping on the speedway and causing a red/yellow or red light to improve his position or to protest an official's call, or deliberately cutting through the infield, will go to the rear and suffer a 1 lap penalty for each offense as determined by the speedway officials. Any part falling off a race car, causing a red/yellow or red flag, will result in that car going to the rear.
17. Any car stalled on the track during a green flag, will line up at the rear of the pack. Consuming time on the track to create a yellow flag, will be penalized 1 lap. Only in the Main events. Heat races, cars will be sent to the pits and transferred to the B Main.
18. In the course of a race , any car losing parts, dragging parts, making sparks, or excessive smoke will be black flagged and will be directed to the pit area. Under NO circumstances will a Official aid any car by repairing or removing parts.
19. No backup cars allowed. No driver change will be allowed after that class has ran their heat race. No car may run in more than 1 heat race. If a driver changes cars after signing in for that night's event, he will start at the rear of the field. If he qualifies for the Feature, he will start at rear of lineup. Any driver that has missed more than 2 weeks of racing events will start at the rear of his heat race. If he qualifies for the Feature in that heat race, he will start behind the cars that have been inverted for the Feature. In all classes, points will go with the registered driver. Line-ups will be followed by IMCA Line-up Procedures. No Show up points. Cars must qualify in the Heat in order to gain points. Points awarded only by IMCA point procedures.
20. Any driver change without notifying speedway officials will result in the disqualification of the driver and car, forfeiture of winnings in that event, and possible suspension of the remainder of the night.
21. Season points will go to the driver. No Show up points awarded. Point season ends Sept. 4th, 2007
22. Special events may be governed by different rules and rule changes.
23. The promoter will make no decisions concerning competition on race night, except on an appeal from a speedway official.
24. In the event of a protest, money for the affected class will be held until the decision of the appeal is final.
25. Once the pit lights are off, you are expected to leave the pit area. Pits will close at 12:00 midnight, promptly!
26. If you go to the service area, you go to the back of the lineup (even if lineup has not been changed on board. If you are caught not starting at back after going to service area, you will be disqualified.
27. Heats will be determined night of race. No more than 6 cars per heat. A-mains will start only 18 cars. A Car can transfer from the heats, B-main, and any consolation heats. Line-ups for the A-main may be determined by points, point averages, and/or may be run heads-up or inverted, or may be drawn for top 10 starting positions.
28. Any race car, leaving the track surface during green flag conditions, will be scored dnf, unless to repair vehicle or change tires, and then will be lined up to the rear of the pack. Any car forcing another car to leave the track surface will result in a disqualification for the night.
INSURANCE
1. Anyone entering the race track premises does so at his/her own risk. Everyone entering the pit gate must personally sign a release each time that they attend an event. If you fail to sign the release, then you are not covered by the track insurance. NO 4 WHEELERS, CARTS, SCOOTERS IN THE PIT AREA. NO DRIVING OF ANY VEHICLE EXCEPT ON THE TRACK AREA, EXCEPT to STAGING AND EXITING OF TRACK. NO PETS!
2. Insurance will be carried by the management. No claims will be paid for any injuries unless these injuries are reported before leaving the premises on the day or night the injury occurred. The first claim will be filed by the track management. After the first claim is filed, it becomes the injured person's responsibility to fill out papers and forms and send all bills to the insurance company. Injuries sustained from fighting and/or being under the influence of alcohol forfeit all rights to any insurance claims.
3. Insurance regulations forbid anyone other than the driver from riding in or on the race car at any time; 1 person per car only.
4. No one shall claim any damages against any speedway official for any reasons of disqualifications or damages to any property not covered under the current insurance policy.
5. All insurance will be through the Track Promoter. Report to Chuck Gray.
6. Promoter is not liable for any claim.
PROTEST
1. All protests must be filed with the pit steward prior to the green flag in the feature race for each class. The protest fee, in cash, plus the name of the registered car owner or driver filing the protest will be given to the pit steward and cannot be withdrawn. The protesting owner or driver must be competing in that race and in the class they wish to protest. The protested car must report immediately to the designated inspection area. Protest Fee is $50.00. Protest Fees will be returned if in the event the protest is creditable. If not, Protest Fees will be the responsibility of the track promoter.
2. Speedway officials reserve the right to perform engine inspections, minor disassemblies, and visual inspections on any race car at any time during the race night. Race cars must be free from mechanical defects and be in safe racing condition. The official inspection will be performed at no cost to the speedway. Refusal of a car owner/driver to
cooperate with the technical inspector will result in a forfeiture of all money and points earned that race night.ENGINE PROTEST
Engine Protests, is the responsibility of each governing body for that class.
2007 SAFETY RULES
DRIVERS
1. Snell 80 or newer approved safety helmet required. All helmets must have a Snell sticker clearly visible inside the helmet. (except IMCA rules in sanctioned classes) A safety check of belts, helmet, and height of driver's head in relation to the height of roll cage will be performed with driver strapped in race car. Top of helmet must remain 2" below top of roll cage.
2. Any driver caught by speedway officials while participating in a race event without his/her helmet properly strapped or safety belts securely fastened will be disqualified from that event.
3. A certified fire suit (pants and jacket or 1-piece) is required in all classes: Modified, Classic Modified, Hobby Stock, Stock Car, Mini-Truck, Sport Compacts, and any participating driver of any class. NECK COLLARS MANDATORY!!
CARS
1. All seats will be inspected for mounting and installation. Aluminum seats will be securely mounted. It is recommended that a minimum of 6 3/8" bolts with a steel flat washer of not less than 1-1/2" in diameter be used, and be installed between the head of the bolt and seat. All 6 bolts should be attached to an approved frame with a minimum of 4 bolts in the bottom of the seat and a minimum of 2 bolts in the back of the seat.
2. Seat belt and double, over-the-shoulder harness (with 1 quick release for all belts) are required in all classes. Seat belts must be securely fastened to the frame. No homemade harnesses are allowed. Belts will be installed in a manner that will keep that driver from sliding from side-to-side under the belt. APPROVED 5-point SEAT belts, and a neck brace is MANDATORY in all classes.
3. 2 throttle return springs and a steel toe loop on the throttle pedal are recommended for all classes.
4. All cars will be required to have roll-over check valves for fuel cells.
5. Windshield bars and screen - a minimum of 3 bars 1/4" in diameter, securely mounted 4" on center in front of driver required. Highly recommended: bars across entire front windshield area with a heavy wire screen attached. (Rule may vary depending on class sanction)
6. No mirrors or reflective devices are allowed.
7. No radio receivers/transmitters allowed in any participating class, nor in the pit area.
8. All cars participating at McCOOK Speedway will have at least one operating fire extinguisher mounted securely inside the car.
GENERAL
1. All cars must start under their own power upon entering the pits, and must have neutral and reverse gear in operating order. All cars must be able to leave pits and starting line under their own power. From a neutral position, with the engine running, a car must be able to go forward and backward.
2. Cars will not be allowed on the track unless an ambulance/and or EMT's are present.
3. The only people allowed on the race track and infield during competition are racing officials. Everyone must stay away at all times unless required to assist for some special reason. Drivers may seek a place of safety in the infield following disablement. Drivers are not to work on or examine disabled race cars in the infield during a race event. Only wrecker and safety crews will be allowed on the race track in the event of an accident.
3A. Any driver, owner, pit crew member, or spectator associated with a registered car, whether involved in accident or not, entering the track area, beyond safety fences and pit area, will have that car automatically disqualified for the remainder of that night's race program. No money or points will be paid for that car. If you are needed you will be called.
4. Any vehicle whose speed has been reduced to a point where it causes a safety problem will be removed from the track at the discretion of speedway officials.
5. It is recommended that all crews carry operable fire extinguishers capable of putting out fuel and oil fires in pit area.
RULE BOOK DISCLAIMER
The rules and/or regulations set forth herein are designed to provide for the orderly conduct of racing events and to establish minimum acceptable requirements for such events. These rules shall govern the condition of all events, and by participating in these events, all participants are deemed to have complied with these rules. NO EXPRESS OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM PUBLICATION OF OR
COMPLIANCE WITH THESE RULES AND/OR REGULATIONS. They are intended as a
guide for the conduct of the sport and are in no way a guarantee against injury or death to a participant, spectator or official.The race promoter shall be empowered to permit minor deviation from any of the specifications herein or impose any further restrictions that in his opinion do not alter the minimum acceptable requirements. NO EXPRESSED OR IMPLIED WARRANTY OF SAFETY SHALL RESULT FROM SUCH ALTERATION OR SPECIFICATION. Any interpretation or deviation of these rules is left to the discretion of the officials. Their decision is final.
